This positions shares a job description with our other Field Supervisor where each incumbent is assigned to a specific area of responsibility. The current vacancy we are filling will be assigned to the storm division - supervising, training and coordinating the work for crews tasked in cleaning, maintaining, repairing, infrastructure installation, and other related work of public storm water facilities. Position Purpose
Under the direction of the Public Works Operations Manager, the incumbent will supervise a division of public works crew workers to maintain infrastructure and facilities to meet the departmental standard. The incumbent must plan maintenance and project work with consideration of risk, resources, crew capability and budget. The incumbent will be responsible for following standard operating procedures and safety protocols while ensuring training standards are met and compliance with local/state/federal laws is maintained.  The incumbent will be assigned to supervise one of the following divisions within the Public Works Department: Streets/Facilities, Storm Water Collection/Fleet, or Parks.

Work is performed under limited supervision. The Public Works Operations Manager provides the incumbent with maintenance/project requirements and departmental standards.


  • Exercises supervision over assigned staff.

ESSENTIAL DUTIES AND RESPONSIBILITIES -- Essential duties and responsibilities may include, but are not limited to, the following: 

  • Supervises the daily work and special projects; delegates responsibility and appropriate authority to assigned staff; monitors daily activities to ensure work is completed as assigned.
  • Operates vehicles and heavy equipment to perform construction and maintenance and to conduct field visits; participates in maintenance, repairs and construction of facilities and grounds as needed.
  • Troubleshoots problems and resolves non-routine maintenance and repairs.
  • Assists Public Works Operations Manager plan long and short-range goals for the Operations Division and provide effective leadership to achieve the goals; assists in developing division wide policies and procedures for field and personnel issues.
  • Oversees, monitors, and evaluates, assigned staff’s on-going performance and provides direction to attain the goals and objectives; directs necessary adjustments, as required.
  • Interviews, trains, and hires employees; plans, assists, directs, and evaluates work in progress and upon completion; appraises performance; performs corrective action; recommends promotion and disciplinary actions; addresses complaints; resolves problems; approves/schedules sick leave and vacation time; and recommends terminations as appropriate.
  • Monitors work of assigned staff for accuracy, proper work methods and techniques, and compliance with applicable safety requirements, policies, and regulations.
  • Assures compliance with city and departmental policies as well as federal and state regulations.
  • Ensures compliance with safety protocol and protocols; assists the Public Works Operations Manager in administering the city’s safety program.
  • Assists Public Works Operations Manager in communicating and providing information to city personnel, outside agencies, and the public regarding the Operations Division programs and practices, etc.; responds to a variety of inquiries and complaints as needed.
  • Initiates and coordinates purchase of materials and equipment and prepares specifications for materials and service.
  • As required, coordinates work activities with other city departments, citizens, vendors and contractors.
  • Performs necessary administrative functions in the Operations Division.
  • Establishes and maintains effective working relationships with all city departments, co-workers, supervisors, subordinates, customers, citizens, volunteers, vendors, contractors and elected officials.
  • Ensures compliance with the Collective Bargaining Agreement, Employee Handbook and Local/State/Federal Laws in all duties.
  • Regular and predictable attendance.


  • In the absence of the Public Works Operations Manager, the incumbent will provide coverage for daily operations.
  • Performs other duties as assigned.

Work is primarily performed outdoors, subject to travelling by City vehicle from site to site several times each day.  While performing the duties of this job, the incumbent is regularly exposed to wet and/or humid conditions; regularly works in outside weather conditions, and exposed to changing weather conditions such as rain, sun, and snow; and regularly works in confined spaces, pits, open excavations, and heavy vehicle traffic areas on urban streets. The incumbent is frequently exposed to fumes or airborne particles and vibration and frequently works near moving mechanical parts. The incumbent is occasionally exposed to toxic or caustic chemicals and risk of electrical shock; and occasionally works in extreme cold, extreme heat, and on elevated reservoirs. The noise level in the work environment is usually loud to very loud while operating machinery or working near equipment.

The incumbent may also be required to work on weekends, evenings, and holidays; subject to call back after normal work hours for emergency work. The incumbent may be required to carry a city phone after hours and on weekends. The incumbent may be required to work alone during work hours and on emergency call outs after hours. The incumbent may also be exposed to individuals who are irate or hostile.

Education, Training and Experience Guidelines  
Education:       High School Diploma or General Equivalency Diploma (GED)
Experience:     Minimum of five (5) years of increasingly responsible Public Works operation, maintenance or construction experience, or experience in the construction industry, or experience in parks maintenance; and a minimum of three (3) years in a lead/supervisory capacity.
Or:                   Any combination of education and experience, which provides the applicant with the desired skills, knowledge and ability required to perform the job, may be substituted for these qualifications.

Skilled in:

  • Planning, scheduling and coordinating construction, maintenance, and repairs.
  • Performing skilled maintenance activities related to area of assignment with the ability to train others.
  • Using hand and power tools.
  • Assigning and monitoring the work of subordinates.
  • Organizing staff, equipment and materials.
  • Applying customer service techniques.
  • Establishing and maintaining effective interpersonal relationships at all organizational levels and with the public.
  • Communicating effectively both orally and in writing.

Knowledge of:

  • Current trends, principles, and practices of Public Works operations and maintenance.
  • Applicable federal, state, and local laws, codes, regulations, and ordinances.
  • Municipal organization structure, policies, procedures, practices, and objectives.
  • Modern techniques, standards, and practices and the equipment, materials, methods, procedures and techniques commonly used in the maintenance, repair, rehabilitation and construction of streets, drainage systems, parks and other public works facilities.
  • Modern office equipment and procedures including, but not limited to, the use of a personal computer and applicable software.
  • Oral and written communications utilizing correct English usage, spelling, grammar, and punctuation, including principles of business letter writing and report preparation.
  • Interpersonal skills using tact, patience, and courtesy.
  • Modern management and supervisory theories, principles, and practices.

Ability to:

  • Valid Washington State driver’s license, or ability to obtain within 30 days of hire; and a driving record which meets the city’s requirements.
  • Valid First Aid and CPR certification, or ability to obtain within 6 months of hire.
  • Traffic Control Flagger Certification, or ability to obtain within 6 months of hire.
  • Certified Erosion and Sediment Control Lead (CESL), or ability to obtain within 6 months of hire (required for Storm Water Collection/Fleet Maintenance only)
  • Completion of position-relevant background check.
