POSITION PURPOSE
Under the general direction of the Human Resources Director, this position performs a variety of technical and administrative support to the Human Resources Department.  A critical function of this position is the ability to handle sensitive and delicate internal and public relations situations with a high degree of customer service and confidentiality.

The work is characterized by technical and administrative support duties in the following areas: benefits administration; leave of absences in compliance with state and federal laws and regulations; recruitment, selection and onboarding processes;  participation in labor negotiations and assistance with contract administration; maintenance of the city’s classification and compensation system; performance management system; risk management program; and conducting research across the human resources spectrum.

Work is performed under limited supervision.  Supervisor sets the overall objectives and resources available.   Incumbent and supervisor work together to develop the deadlines, projects, and work to be completed.   Incumbent is responsible for the work, plans and carries out the assignment, resolves most conflicts that arise, coordinates work with others, and interprets policies on own initiative in terms of established objectives.  Incumbent keeps supervisor informed of progress, potentially controversial matters, or far reaching implications.  Work is reviewed in terms of feasibility, compatibility with other work, or effectiveness of results.

  ESSENTIAL DUTIES AND RESPONSIBILITIES:  

ESSENTIAL DUTIES AND RESPONSIBILITIES - Essential duties and responsibilities may include, but are not limited to, the following: 
 

  • Maintains, updates, and destroys human resources filing systems including, but not limited to, personnel, medical, legal, recruitment, training, risk management, and various electronic systems; destroys records in accordance to applicable law and retention schedules.
  • Assists with employee recruitment and selection processes, including creation of job announcements, sourcing, advertisements, interview questions, selection tests, supplemental application materials, and rating forms; maintains website to assure accurate information is available to prospective candidates and the public; actively sources candidates; trains oral interview panels, communicates with applicants; administers and proctors examinations at designated locations; updates data and generate reports, records, forms, and other data to keep recruitment on schedule; and ensures legal compliance in all hiring practices.
  • Prepares new hire paperwork and conducts orientations and exit interviews in compliance with benefit contracts and state and/or federal laws.
  • Creates and destroys employee identification cards; maintains and tracks employee identification system; updates photo identification across systems as necessary.
  • Maintains and updates the human resources website, SharePoint, online platforms, and other human resources systems.
  • Supports payroll coordination of benefits and personnel actions, processes, and procedures; assists with the city’s open enrollment process.
  • Maintains records and prepares summaries of required employee training and certifications; notify managers and employees of upcoming training or certification requirements.
  • Provides data input for personnel actions in applicable human resources systems; distributes personnel actions to necessary departments.
  • Independently handles routine inquiries from employees and the public; prepares and processes human resources paperwork and correspondence.
  • Processes and responds to requests for information, public disclosure requests and employment verifications.
  • Collects, compiles, and analyzes data; prepares a variety of statistical, budgetary and narrative graphs and reports as required.
  • Assists in processing various family, medical and other protected leave types; answers general employee inquiries, maintains documentation, tracks usage and drafts correspondence.
  • Prepares and maintains information boards to include safety, wellness and employment boards in compliance with applicable laws and regulations; prepares and posts OSHA reports.
  • Provides administrative support in labor negotiations; conducts research and salary studies as necessary.
  • Coordinates human resources related meetings and trainings.
  • Orders and maintains office supplies and inventory for human resources.
  • Serves as human resources liaison for assigned employee committees.
  • Maintains regular and reliable attendance.

PERIPHERAL DUTIES

  • Performs other duties as assigned.

PHYSICAL DEMANDS AND WORK ENVIRONMENT

While performing the duties of this job, the incumbent is regularly required to use hands to finger, handle, or feel; talk; and hear. The incumbent frequently is required to sit for extended periods of time and type on a keyboard for extended periods of time. The employee is occasionally required to stand; walk; reach with hands and arms; climb or balance; and stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 35 pounds. Specific vision abilities required by this job include close, distance, color, and peripheral vision; depth perception; and the ability to adjust focus.
Work is performed in a typical office environment subject to working outside of normal working hours to meet critical timelines or to provide support in department emergency response events.  While performing the duties of this position, the incumbent is subject to multiple interruptions by telephones and walk-ins by employees and citizens; may be exposed to individuals who are irate or hostile.  The noise level in the work environment is usually moderate.

Typical business office machinery and equipment include, but not limited to, personal computer including database program, spreadsheet and word processing software, printer, telephone, scanning equipment, fax machine, copy machine, calculator and projector.

Evening or variable hours to attend meetings may be required.

  QUALIFICATIONS:  

Education, Training and Experience Guidelines

EDUCATION:  Associate’s degree in human resources, business administration, labor relations, organizational development, sociology or related field; and

EXPERIENCE:  Two (2) years increasingly responsible experience in human resources or business environment, preferably in the public sector; advanced skills in word processing, spreadsheet and database management software required;

OR:  Any combination of education and experience, which provides the applicant with the desired skills, knowledge and ability required to perform the job, may be substituted for these qualifications.  Examples include:

Knowledge of:

  • Human resources programs, terminology, and practices.
  • Lean Management System or Six Sigma principles.
  • Principles and procedures of human resources programs.
  • Municipal government policies, procedures, and, structure; and applicable local, state, and federal laws, codes, regulations, and ordinances.
  • Current literature, trends, and developments in the field of human resources management and organizational development.
  • Software evaluation and implementation as it applies to area of responsibility.
  • Principles, policies, and procedures of development and maintenance of citywide personnel records.

Skilled in:

  • Effective, professional and positive interactions with difficult individuals.
  • Interpersonal behavior, using tact, patience and courtesy.
  • Embracing change and providing positive solutions regarding change management.
  • Utilizing social media, websites, applications, personal computer software programs and other relevant software affecting assigned work.

  • Understanding and following oral and written directions.
  • Maintaining a variety of complex filing systems, records, and reports.

LICENSE, CERTIFICATION or OTHER REQUIREMENTS:

  • Valid driver’s license and a driving record which meets the city’s requirements. Must be able to obtain State of Washington driver’s license within 30 days of hire.
  • Completion of position-relevant background check.
